My sister wants to be a bridesmaid

My sister is 13 (she'll be 14 ~2 weeks before the wedding). I think she thought she would be/ wanted to be a bridesmaid. I think she's way too young to be a bridesmaid, but I guess I could make her a junior bridesmaid?But then I'd probably need to make my younger brother a junior groomsmen too (and I'd have to buy the dress/ suit because they're in foster care).I'd rather not because that'd be quite a bit more money which we really don't have ($500 or so), but I could tell she seemed disappointed.
