Talk some venue sanity into me

After upping our budget to accommodate more 'traditional' venues in DC and the surrounding area, we came down to one...I mean two. I say this because only venue 1 fits in our budget, but FMIL much prefers venue 2. We have given them the contingency that if they want venue 2 that badly, they have to pay for it, as we're not willing to go that much over our venue budget of $5000ish. That said...there's still conflicts and I'm hoping you lovely ladies can talk some sanity into me. Wedding size is 65-75, eyeing September-October-very early November 2018. About half of our guests are out of town.Venue 1:$5750, gets you 5 event hours. Additional hours are $450/hour. No seasonal discounts. This venue is a modern style, and we would use the rooftop deck as the ceremony space and the indoor space as the reception area. It's not huge, but if our numbers drop, will keep it from looking empty. The venue comes with some ceremony chairs and some reception chairs, and a couple cocktail tables. FMIL dislikes the rooftop deck and feels we'll have to spend $$$ to make it look nice (I don't 100% agree).Venue 2:$7000, gets you 4 event hours. Additional hours are $1000/hour (they require security guards and a maintenance person -_-). Seasonal discounts for December/Jan/Feb. This venue is VERY traditional, and we would use the outdoor patio as a ceremony space and the indoor space as the reception area. FMIL thinks the venue is timeless and will cost less to decorate--she's not 100% wrong, but I think since it's a fancier venue it will require fancier decor. This venue comes with nothing (no tables, chairs, anything).Bottom line: I'm worried that 4 hours isn't enough and I'm worried about the money, and the second venue isn't really what I was envisioning. I'm much more of a modern/industrial person, and this is VERY traditional. That said, I know that venue 2 would cause me less stress in the long run, in terms of comments from FMIL and having to deal with decor design. Do I compromise in what I ultimately envision for our wedding in order to minimize stress over the next year? Am I freaking out over nothing?
